They are often used to connect dealer-installed options, and sometimes even factory options. For example, power for the tach in my GMC truck connects to a spade terminal in the fuse box. You need about 9" of slack for each end of each cable in each box, so your options are as you see them. put the box at your location, and replace whichever half of the original run is easier to replace. It doesn't look like a place you want to drill holes. I have accessed power from the fuse panels on the left and right side of instrument panel inside.
WebYes you can, just use a spade terminal. Or you can get and add a circuit instead of taping into another circuit, ie a cigarette fuse or head lamp. This was if there is an issue, it won't burn up whatever you have it tapped to. It has its own fuse.
