Dwarf fortress can't build up stairs

Lets say I have up-down build on level 1, I can't place another up-down or down stair below it on level 0. Also can't dig on that level (0). WebTo complete the staircase, you need to build or dig an upward staircase on the level below it. That'll be the lower half of the stairway. An up/down stair is sort of like the upward staircase mentioned previously, in that it will join up with your downward staircase, and allow your dwarves to move up and down.

WebJul 27, 2010 · If you build downward stairs (b-C-d) on a natural floor, dig out upward stairs below it, then remove (d-n) the down stairs you built, the floor you built on will remain intact (This is a bug). I suppose this wouldn't work too well when digging out a long staircase, though. Logged Skyscrapes, the Tower-Fortress, finally complete!
